After downloading and installing both the 32 and 64 bit version of the Windows 2015 C++ Distributable from the Microsoft website, the error messages persisted even after rebooting. I then navigated to the following Launcher directory: Steam steamapps common Zenimax Online Launcher and I found the 2015 distributable.exe installers for both 32 and 64 bit versions. I copied both versions into a new folder titled 2015 in the following directory: Steam steamapps common Zenimax Online _CommonRedist vcredist I only had a 2010 folder containing the 2010 distributables. I then copied the installscript.vdf located in the 2010 folder into the newly created 2015 folder and then opened the file using notepad. The text is rather easy to understand and I manually changed the 'hasrunkey' and 'process1' directories for both the 32 and 64 bit versions to match the 2015 folder and the exact 2015 distributable.exe file names (vcredist_x86_2015 & vcredist_x64_2015). I saved the changes and then rebooted my PC.
