The QWERTY keyboard that we all know and love (or hate) was developed back in the days of the mechanical typewriter and was laid out in such a way so as to reduce jamming of the machinery when typing fast. Some say (and this may or may not be true) that QWERTY was designed to -slow typists down- to a speed that the machine could cope with, as it puts the most-used letters in the English alphabet scattered about rather than on the home row where you might expect them to be for efficiency's sake.

The DVORAK keyboard layout was designed as an alternative to QWERTY as it was thought that, with modern hardware behind the keyboard, typists should be able to type faster and more efficiently if the most-used letters were arranged differently. There has been much debate over whether or not DVORAK is actually an improvement over QWERTY. There have been studies which show that it is, and others which show the opposite.

Ultimately it is a matter of personal preference. I wouldn't say that querty was designed to slow people down, although it still does just that. The world record typist, Barbara Blackburn, used nothing but Dvorak. And I'm using right now.
